These guys are definitely not on drugs. Anderson wrote this as a character sketch. Its based on a tramp his wife got a photo of while in England. He based it off his emotions of her.

what i don't understand is why almost everyone who hears songs like this instantly assumes the band members were on drugs. I wander if people ever think that the band is just talented and Ian Anderson is a skilled song writer.
